JEMS is a programmable message translation and routing application that enables communications between Command and Control (C2), simulation and other systems in training and operational environments.
Background
The ability to disseminate information among Command & Control (C2) and other systems is too often hampered by incompatible message formats, transmission protocols, bandwidth limitations, etc. Some interoperability problems stem from software and protocol compatibility issues while others arise from new communication requirements that were never envisioned during design. Message translation systems are an effective and often efficient way to alleviate interoperability issues choking C2, simulations and other communication architectures. However, based on our experience, rigid solutions with specifically pre-set capabilities cannot keep pace in an environment of dynamic requirements. JEMS was created to provide translation of messages, databases, protocols, and transmission methods in the most flexible manner possible.
How does it work?
The philosophy and design of JEMS is centered on
the idea of providing a flexible and powerful set
of translation capabilities. To achieve this goal the
system is based on a generic translation capability
that relies on input specifications to determine its
operation. Since the core engine is independent of
any particular translation requirement, solutions
can be formed by changing the set of instructions
given to the engine rather than modifying the
software. A configurable I/O module provides the
power to translate between transmission types and
protocols in any combination. To make modifying
the operation of the system intuitive and quick, a
family of editors is provided. By remaining generic,
JEMS does not solve one particular translation
problem, but provides the tools necessary to create
solutions for a wide variety of problems.

- Combining JEMS and radio receivers such as ENTR provides access to messages in any format and transmission protocol.

Summary
Information dominance cannot occur unless the information can be received, displayed, and acted upon. In order to act upon information it must be in a format that can be received on internal Command and Control (C2) systems. C2 and simulation message formats are constantly evolving. This evolution creates interoperability issues between generations of systems and organizations who use them. Our approach with JEMS is not to solve this problem organizationally but rather to provide the warfighter a tool that can be applied to these types of interoperability issues. JEMS provides this capability by isolating the message translation engine from the graphical editors. JEMS is currently being utilized to provide real-world warfighter support. It has potential application to any organization that consists of multiple C2 systems and support organizations.
