Contract Authorized Users Description
Advanced Technology Support Program III (ATSP3) ATSP3 is available to any U.S. Government (USG) agency, state government, and approved foreign government ATSP3 is an indefinite delivery/indefinite quantity (ID/IQ) contract that provides streamlined access to a full range of engineering solutions. The broad scope includes all phases of engineering development, including studies and analysis, design and development, prototyping, integration and testing, limited production, and logistic support. ATSP3 delivery orders (DOs) are issued by the Defense Microelectronics Activity (DMEA) to develop advanced technology hardware and software solutions to improve system performance, solve sustainability and obsolescence issues, and address the Government's future technology needs.
Army Aviation and Missile Command Expedited Professional & Engineering Support Services) (AMCOM EXPRESS) AMCOM and other requiring organizations (e.g., PEO Aviation, PEO Missiles/space, AMRDEC) EXPRESS represents a cooperative initiative between AMCOM and its requiring organizations to develop and implement a contracted advisory and assistance services program based upon the use of BPAs issued against Multiple Award Schedules (MAS) with Federal Supply Schedule (FSS) contractors. The program provides program executive offices, program managers and functional organizations with a broad range of expertise to satisfy requirements. The program includes four domains:

Contracted Advisory and Assistance Services (CAAS) IV Air Force HQ Air combat Command (ACC), ACC Bases, ACC geographically-separated units, and ACC tenants pursuant to approved host/tenant agreements CAAS IV provides broad technical and analytical services supporting policy development, management and administration to improve the operation of systems. Contractor support falls into one of three basic categories; Management and Professional Services; Studies, Analysis and Evaluations; Engineering and Technical Services.
Chief Information Officer Solutions and Partners 2 Innovations (CIO-SP2) National Institute of Health (NIH) and other Government Agencies The CIO-SP2 contract provides information technology (IT) hardware, software, systems, and services in support of IT solutions. The Government can procure these services in nine primary task areas: chief information officer (CIO) support; outsourcing; IT operations and maintenance (O&M); integration services; critical infrastructure protection and information assurance; digital government; enterprise resource planning; clinical support, research, and studies; and software development.
Combat Environment Simulation (CES) Naval Air Warfare Center, Weapons Division (NAWCWD) CES Division The CES Division at China Lake uses this contract vehicle to develop and acquire new range systems, integrate various range systems, and upgrade and modernize existing range systems.
Defense Technology Research Agency (DTRA) Weapons of Mass Destruction (WMD) Defeat Technology DTRA The WMD Defeat Technology is supported through DTRA. This contract is in effect from June 2008 through October 2010 and will result in grants only. During this timeframe there will be five opportunities/periods to electronically submit research. Each period will have a two-phased submission process, beginning with submission of a white paper that describes the proposed research. The white paper will be evaluated and the applicants may or may not be invited to submit a follow-on, more detailed description of the research—the proposal. Phase I is associated with the white paper research submission and is open to all qualified grantees; Phase II is an invitation-only proposal submission resulting from Phase I as decided by the DTRA Source Selection.
Department of Homeland Security National Exercise Plan (DHS NEP) DHS NEP The DHS NEP contract vehicle is used to support homeland security/defense operations; strategic planning; systems engineering and integration; and IT portfolio management. This is an indefinite quantity contract (IQC) used to train DHS leaders and staff to collaborate with their interagency partners in training and to provide exercises for their leaders and staff for their assigned homeland security missions. The IQC will be used to obtain contractor support for planning and to conduct training and workshops, policy development, program evaluation, IT support, and exercises for senior officials, national special security events, terrorist incidents, and national disasters.
Development Engineering Services Program (DESP II) Air Force Materiel Command (AFMC), U.S. Air Force (USAF), U.S. Department of Defense (DoD), and other Government agencies DESP II is an ID/IQ contract that provides the Office of the Secretary of Defense (OSD) with a single and simplified way to procure engineering services. The scope covers engineering services in support of the Deputy Under Secretary of Defense, Advanced Systems and Concepts (DUSD/AS&C) Office. Support services include: research and development (R&D), integration, analysis, assessment and test and evaluation (T&E). Tasks performed under this contract include: technology development, systems acquisition, mission planning, operations, and product support for manned and unmanned sensor platforms.
DHS OIP Program Support Services for Office of Infrastructure Planning and Readiness Programs DHS Office of Infrastructure Protection (OIP) Program support services including the following: 1- Policy, Strategic analysis &planning, 2-Project management, 3- Communications, 4- Meeting and Support Facilitation, 5- Readiness (Training & Exercises) Support, 6- Continuity of Operations Program Support, and 7- Infrastructure coordination and Incident Management Support.
ENCORE II Combatant Commands (COCOMs) and their subordinate components, the military services, DoD agencies, OSD, and other Federal agencies through the Defense Information Systems Agency (DISA) The ENCORE II contract provides netcentric solutions, including network engineering; analysis; and support for the acquisition, installation, fielding, training, operation, and lifecycle management of components and systems in the operational environments of COCOMs and their subordinate components, the military services, DoD agencies, OSD, and other Federal agencies through DISA. This includes procurement of various products, including, but not limited to, hardware, software, and licenses, as applicable, when such products are incidental to the implementation of the solution. A single solution may be fielded to several sites or across the enterprise. Network analysis and support includes procurement of services as necessary and protection of the client’s domains and systems to ensure continuity and viability while reducing vulnerabilities of the Global Information Grid (GIG).
Engineering Technical Operations Support Services (ETOSS II) U.S. Army (USA) Communications-Electronics Research Development and Engineering Center (CERDEC) Intelligence and Information Warfare Directorate (I2WD) organizations and their supported organizations The ETOSS II contract provides a broad range of engineering and support services, from R&D, through infrastructure support, to material fielding and sustainment.
Enterprise Acquisition Gateway for Leading Edge Solutions (EAGLE) Department of Homeland Security (DHS) EAGLE is an ID/IQ contract serving DHS as a departmentwide platform for acquiring IT service solutions in five functional categories, including: engineering design; development, implementation and integration; O&M; independent test, evaluation, validation, and verification; software development; and management support services.
Field and Installation Readiness Support Team (FIRST) U.S. Army The Field and Installation Readiness Support Team contract provides U.S. Army Logistics support services in twelve task areas that include: Logistics Program Management and Operations. Logistics Quality Assurance Support; Logistics Information/Technology Support ; Logistics Training Support; Logistics Army Transformation Logistics Support ; Logistics Program Support ;Logistics Transportation/ Supply Support; Logistics Parts Support – Sets, Kits and Outfits ; Support to Directorates of Logistics/Installation Management Agency ; Logistics/ Maintenance – All Other Organizations; Comprehensive Support for Centrally Managed Programs; and Command Wide Logistics Enterprise System Program Support
Force Protection Security System - FPS2 Any DoD An Order issued under the FPS2 contract shall support any or all of the ten essential elements of IBD that include Deceive, Deter, Anticipate, Deny, Detect, Delay, Assess, Deploy, Neutralize, and Mitigate at Air Force and other DOD sites throughout the world. FPS2 provides an electronic means of accomplishing area intrusion detection, access control, surveillance, alarm reporting and display, remote alarm assessment and alerting security response forces to intrusions in order to support physical security and IBD missions. It also provides for remote command and automated activation of delay/denial devices. Additionally, it provides an integrated command and control capability, permitting situational awareness reporting and warning information to be rapidly and accurately passed among security and force protection communities. Associated capabilities such as fencing, lighting, power, ground communications systems, and other infrastructure improvements may also be required. Security capability improvements shall be accomplished during the life of the contract through development and technology insertion to meet diverse security requirements and to ensure that state-of-the-art equipment is available for the myriad of force protection missions.
Future Flexible Acquisition & Sustainment Tool (F2AST) Primary users are Warner Robins Air Logistics Agency (WR-ALC), Ogden Air Logistics Agency (OO-ALC), Aeronautical Systems Command (ASC), Air Force Special Operations Command (AFSOC), and Product Centers. Requirements generated by National Aeronautics and Space Administration (NASA), U.S. Navy (USN), U.S. Army (USA). Other Federal Agencies may also use F2AST through their sponsoring ALC The F2AST contract provides support to all USAF-operated weapons systems, support systems, subsystems, components, and related services. F2AST is a single agency, multiple-award contract.
General Services Administration (GSA) Alliant Any Government Agency The Alliant contract supports Federal Agencies with integrated IT solutions for evolving needs on a global basis. Alliant provides IT solutions through performance of a broad range of services that may include the integration of various technologies critical to the services being acquired.
GSA Applications 'n Support for Widely-Diverse EndUser Requirements (ANSWER) Any Government Agency The ANSWER contract is a multiple-award ID/IQ contract that is open to all Government Agencies in need of information technology solutions.
GSA Millennia Lite (M Lite) Any Government Agency GSA Millennia Lite is a multiple-award ID/IQ contract that is open to all Government Agencies. Each contractor has been awarded one or more of four functional areas, which include: communications infrastructure upgrades and IT solutions.
GSA Schedule 70 – General Purpose Commercial IT Equipment, Software, and Services (IT70) Any Government Agency GSA Schedule 70 is an acquisition tool open to any Government Agency to procure an array of IT products and services, including equipment, software, professional and electronic commerce services, training, third-party maintenance, and leases. Schedule 70 task orders (TOs) may be used to secure products and services in a variety of skill areas, including systems analysis, design, and installation; programming; and integrated logistics support.
GSA Schedule 84 – Total Solutions for Law Enforcement, Security, Facility Management Systems, Fire, Rescue, Special Purpose Clothing, Marine Craft and Emergency/ Disaster Response (SAM) Any Government Agency GSA Schedule 84 is an acquisition tool open to any Government Agency to procure law enforcement, security, facility management systems, fire, rescue, special purpose clothing, marine craft, and emergency/disaster response solutions that include program financial advisor, transaction specialist, due diligence and support services, debt collection, loan servicing and asset management, professional legal services, financial and performance audits, complementary audit services, recovery audits, and transportation audits.
GSA Schedule 520 – Financial and Business Solutions (FABS) Schedule Any Government Agency GSA Schedule 520 is an acquisition tool that is open to any Government Agency to procure FABS, including origination, evaluation, management, resolution, and disposal of various assets; financial audits, economy and efficiency audits, program audits, cost recovery audits, and transportation audits; a full range of professional services in financial management; budget formulation, execution, and monitoring; accounting; credit monitoring, consumer and commercial credit reports; and compliance with the Government Performance and Results Act (GPRA), the Government Management Reform Act (GMRA), the Chief Financial Officers Act (CFOA), the Inspector General (IG) Act, and the Debt Collection Improvement Act (DCIA).
GSA Schedule 871 – Professional Engineering Services (PES) Any Government Agency GSA Schedule 871 is a worldwide Federal Supply Schedule contract issued by the GSA. PES is a Multiple Award IDQ available to any agency of the USG and a streamlined, cost-effective method of acquiring high-quality engineering and technical services. There are six Special Item Numbers (SINs) that comprise the distinct phases of an engineering project: mechanical; electrical; chemical; components of civil engineering; subdisciplines such as aerospace, nuclear, bioengineering, and marine architecture; and construction Management.
GSA Schedule 874 –Management, Organization, and Business Improvement Services (MOBIS) Any Government Agency GSA Schedule 874 is a worldwide Federal Supply Schedule contract issued by the GSA. MOBIS provides a full range of services and products for consulting, facilitation, survey, training, privatization support, program management, alternative dispute resolution, and related support products. This schedule is designed to allow Federal Agencies to begin or continue management, organizational, and business improvement efforts. These efforts include consulting services, facilitation services, survey services, training services, support products, and acquisition management support.
GSA Schedule 874V – Logistics Worldwide (LOGWORLD) Any Government Agency GSA Schedule 874V is a worldwide Federal Supply Schedule contract issued by the GSA. LOGWORLD is a multiple-award ID/IQ contract intended to qualify vendors and help establish long-term supplier relationships with Federal Agencies. LOGWORLD provides agencies with the means to utilize the latest concepts, methodologies, and technologies in material and resource acquisition, distribution, and supply chain management in order to enhance or replace existing logistics operations.
GSA Veterans Enterprise Technical Services (VETS) Any Government Agency GSA VETS presents a new way for Federal Agencies to achieve Small Business (SB) goals through purchase of IT solutions from SBs owned by Service-Disabled Veterans (SDV). L-3 GS&ES has many established SB relationships as well as a successful SB mentor-protégé program.
NORAD/NORTHCOM Advisory and Assistance Services (N2A2S) Headquarters North American Aerospace Defense Command (HQ NORAD) and Headquarters US Northern Command (HQ USNORTHCOM) directorates, special staff offices, and other activities A non-personal Advisory and Assistance Services (A&AS) and Systems Engineering and Technical Assistance (SETA) contract to Headquarters North American Aerospace Defense Command (HQ NORAD) and Headquarters US Northern Command (HQ USNORTHCOM) directorates, special staff offices, and other activities, in support of various missions, and command, control, communications, and intelligence activities. The contract has a one-year base period with four one-year options.
Program Management, Administrative, Clerical, and Technical Services (PACTS) Department of Homeland Security and its components The PACTS contract is designed to offer a broad range of services and solutions to fulfill needs in four functional categories. Our team was awarded contracts in three of the four functional areas:
Program Management - Assistance on financial planning and budgeting, equity and asset management, records management, office planning, strategic and organizational planning, site selection, and business process improvement. May also include human resources, marketing, and other consulting services.
Administrative - Day-to-day administrative services, such as financial planning, billing and recordkeeping, personnel, and physical distribution and logistics.
Clerical - Clerical services, such as letter drafting; document editing/proofreading; typing, word processing, or desktop publishing; stenography, transcription, and other secretarial services; providing postal/mailing services; and performing other office support services.
Program Executive Office Enterprise Information Systems Program Management Support Services (PEO EIS PMSS I) U. S. Army The PEO EIS PMSS contract provides business, cost estimating, and financial management; communications and computer support; acquisition logistics; administration; contracting; T&E; program management; property management; manufacturing production and quality assurance; purchasing and procurement; systems planning; and research, development, and engineering (RD&E).
Rapid Response - Third Generation (R2-3G) DOD, other Federal agencies, and if authorized by specific legislation, State and Local Governments The R2-3G contract provides support to DOD, other Federal agencies, and if authorized by specific legislation, State and Local Governments, e.g. Public Law 108-136 Section 803, tasks for State and Local Governments involving anti-terrorism technology and/or services, in the areas of, technology insertion, system integration/installation, fabrication/prototyping, testing/certification, studies/analyses, logistic support, and training and engineering support, including re-engineering and reverse engineering, for a range of equipment and services.
SeaPort Enhanced (SeaPort-e) The USN's Virtual SYSCOM (VS) Command to include all NAVSEA, NAVAIR, SPAWAR, and NAVSUP procuring agencies. All US Navy and Marine Corps Commands and Defense Threat Reduction Agency (DTRA). SeaPort-e is the USN’s contract vehicle of choice to procure all future engineering, technical, logistics, program management, and financial support services. It provides services in response to TOs issued under this contract that potentially span the entire spectrum of mission areas supported by the activities and technical capabilities that comprise the various ordering offices
Strategic Services Sourcing (S3) All command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) across DoD The S3 contract provides lifecycle services designed to efficiently meet the integrated engineering, business operations, and logistics service needs of all C4ISR customers.
Systems Engineering and Technical Assistance Contract (SETAC-07) U.S. Army Space and Missile Defense Command (USASMDC)/Army Strategic Command (ARSTRAT), Huntsville, AL, and Washington, DC; PEO – Missile and Space; and other Government Agencies related to air, space, and missile defense The SETAC-07 provides systems engineering and technical assistance.

TRICARE – Acquisition, Automation, and Resource Management Support (T/AARMS) TRICARE Management Activity and the USA Medical Research Acquisition Activity The T/AARMS contract provides IT services for the TRICARE Military Healthcare System.
